The Green Loans Programme set up in July 2009 to help Australian property owners tackle climate change was "hijacked" by opportunists, overseas call centres and specialist firms, it has been claimed.
It was poorly managed and lacked quality checks, the Association of Building Sustainability Assessors told the Australian.
Chariman Wayne Floyd said tens of thousands of Australian property owners are now likely to miss the new March 22nd deadline on the loans for eco-friendly home improvements.
"The principles behind the scheme were really good, but because of poor management the scheme got out of control," he explained.
Some "dubious assessments" were made as the number of accredited assessors rose from the planned 2,000 to 7,500.
One assessor told the news provider that some firms were carrying out up to seven assessments each day, despite each one requiring several hours to be completed properly.
Funding for some 360,000 assessments over four years was initially set aside, but this has been increased by a further 600,000.
